Primary Source - President Panuelo's Letter on Chinese "Political Warfare" in Micronesia

Vermilion Analysis: When Federated States of Micronesia (FSM) President Panuelo was elected in 2019 he was largely pro-China. Since then his position seems to have radically changed. In 2022, Panuelo was credited with defeating the China Common Development Vision, a proposed agreement meant to align Pacific Island Countries with China on trade and security, and is a vocal advocate of increased ties with Taiwan.

On March 9, 2023 Panuelo released a letter to FSM political leaders detailing Chinese “political warfare” and grey zone activities in Micronesia. This account covers tactics such as bribery, coercion, and personal threats. In addition to warning others about China, Panuelo proposes switching allegiances from Beijing to Taipei.
